Should there be a limit on the number of cars following the Tour and should the drivers have more instruction on 'Good' driving before they are allowed to be part of the Race?

Horrible accident. It almost looked like the car intentionally plowed in.
Considering the amount of riders and cars as well as the speed they are going, I'm surprised it doesn't happen on every stage!
I've been watching the highlights programs for years, and my heart was in my mouth on plenty of occasions.
